Groux and Associates specializes in recruitment for top management positions, advice to and drafting of Home Rule Charters for Charter Commissions, interim town management services, and organizational studies for town and city governments.
                                      
Thomas J. Groux, President of Groux and Associates, established the firm in 1999. He has extensive experience in local government having served as a town and city manager in Massachusetts, Connecticut, New Jersey and New York. In the ten years since founding the firm Mr. Groux has assisted numerous municipalities and districts with personalized and professional services.

imageMr. Groux’s professional experience in Massachusetts includes service as the first town manager in Winchester, Duxbury and Chatham, following the adoption of a Home Rule Charter in each of those towns. He also served as Dean of Finance and Administration at Middlesex Community College. Mr. Groux served as a member of the Board of Directors of the Massachusetts Municipal Association (MMA), a founding member of the Massachusetts Municipal Depository Trust (MMDT), the Governor’s appointee to the Joint Labor Management Committee (JLMC), and a member of the Local Government Advisory Committee (LGAC). Mr. Groux holds a Bachelor’s Degree in Political Science from Fordham University and completed post-graduate studies in Public Administration at New York University.
